JAMES C. BINNICKER, CASP
PRESIDENT AND CHIEF EXECUTIVE OFFICER
AIR FORCE ENLISTED VILLAGE, INC.
James C. Binnicker is the President and Chief Executive Officer of the Air Force Enlisted Village, Inc. He has served in this position since March 2000. His close association with the AFEV led to his being selected as a member of the Board of Directors in 1992. In his current role, he is responsible for overseeing the operations of Teresa Village, Bob Hope Village, and Hawthorn House. Hawthorn House, a 64-apartment assisted living residence which opened in 2005, represents an expansion of the AFEV’s mission, which prior to 2005 included only independent living apartments.
Binnicker ensures a meaningful quality of life for more than 500 residents of these facilities by encouraging independence, maximizing strengths and capabilities and providing them with a loving, secure environment.
Prior to being selected to his current position, Binnicker was a senior vice-president of a major insurance company, serving in Heidelberg, Germany; Atlanta, Ga. and San Antonio, Texas . Before that he served 33 years in the United States Air Force. During his career, he served in many locations that spanned the globe. His three decades of service culminated in his selection as the Chief Master Sergeant of the Air Force where he served as the advisor to the Secretary of the Air Force/Air Force Chief of Staff. His military decorations and awards include the Distinguished Service Medal; Legion of Merit; Bronze Star Medal; Meritorious Service Medal with three oak leaf clusters; Joint Service Commendation Medal; Air Force Commendation Medal with one oak leaf cluster; Vietnam Service Medal with three service stars; Republic of Vietnam Gallantry Cross with Palm and Republic of Vietnam Campaign Medal.
Jim Binnicker continues to travel worldwide as a guest speaker for the United States Air Force.

OPAL TIBBITTS Director of Admissions: ANNA SKELTON, CASP Director of Bob Hope Village: Jennifer S. Carron Administrator of Hawthorn House Air Force Enlisted Village, Inc Jennifer Carrron is the Administrator of the Hawthorn House. She is responsible for the operations and care of the residents and staff of the 64-apartment Assisted Living Residence. Prior to taking this position she was the Executive Assistant to the President and CEO, Air Force Enlisted Village, Inc. Ms. Carron graduated from High School in

CHARLES K. RAY Director of Teresa Village Air Force Enlisted Village Charles K. Ray is the Director of Teresa Village for the Air Force Village, Inc. Mr. Ray retired from the United States Air Force after more than 30 years service. Throughout his career he held various positions such as, Aircraft Loadmaster, First Sergeant, Senior Enlisted Advisor, Director of Education and Transition Assistance Counselor. He has served in numerous assignments both in the United States and overseas. During several overseas assignments he flew combat support missions in Southeast Asia and the Republic of Vietnam. RICHARD A. YOUNG, CASP
DEPUTY CHIEF EXECUTIVE OFFICER
AND CHIEF FINANCIAL OFFICER

Mr. Young is the Deputy Chief Executive Office and Chief Financial Officer of the Air Force Enlisted Village, Inc. He has a long history of involvement with the AFEV. Shortly after his retirement from the Air Force, Mr. Young was assigned as the Director of Field Operations. He has also held the position of Director/Administrator of
Mr. Young graduated from
Mr. Young entered the Air Force and served continuously until his retirement as a Chief Master Sergeant with over 33 years of service. Career fields included Aircraft Maintenance, Flight Engineer and Recruiter. His last ten years were served as the Senior Enlisted Advisor to the Commander of the 834th Airlift Division, Hickam AFB, HI, 1st Special Operation Wing,
Mr. Young has over 4800 flying hours in the B-47 and C-130 aircraft of which 950 are combat time, flying 140 missions on a Forward Air Control C-130 Flare Ship, 59 of those missions over
Among his many decorations and awards are the Legion of Merit, 4 Meritorious Service Medals, 7 Air Medals, and 2 Air Force Commendation Medals.

Ms. Tibbitts is the Director of Admissions for the Air Force Enlisted Village, Inc. Her responsibilities in this position cover all phases of admission to Bob Hope and
Ms. Tibbitts has been dedicated to the mission of the Air Force Enlisted Village for over eighteen years. Prior to her tenure with the AFEV, she was employed by Westwood Retirement Community. She has over twenty-three years total in the retirement living and long-term care industry.

DIRECTOR OF
AIR FORCE ENLISTED VILLAGE
Anna Skelton is the Director of Bob Hope Village. She is responsible for resident relations, which includes ensuring their safety and well being. She also manages the overall operation of the Bob Hope Village, which encompasses transportation, maintenance and employee human relations. Prior to taking this position she was the Executive Assistant to the President and CEO, Air Force Enlisted Village, Inc.
Throughout her adult life, Anna has actively supported the U.S. Air Force and retired as a military spouse after 20 years. During this time, she lived in numerous locations including Rhein-Main AB, Germany where she was active in the NCO Wives' Club serving as programs director and president. Anna is a member of The Air Force Sergeant’s Association Auxiliary, AMVETS Auxiliary post 35 in Crestview, and The Air Force Association. She has been a member of the PEO Sisterhood for over fifteen years and currently belongs to Chapter FK where has served as treasurer and president. Anna also served as Florida State Chapter Student Coordinator for Cottey College, which is located in Nevada, Missouri.
Anna is married to CMSgt (Ret) David Skelton. They have two children, Hayley and Lyndsey.

Administrator of Hawthorn House:
Upon retirement from the Air Force Mr. Ray taught school prior to assuming the position of Transition Assistance Counselor at Norton AFB, California. He accepted a transfer to become the Transition Assistance and Family Employment Counselor at NAS Barbers Point, Hawaii. Later he relocated to Dallas, Texas where he was the Administrative and Human Resource Manager for STA Telecommunications Company. Mr. Ray again returned to the government service when he assumed the Position of Transition Assistance Counselor at Hurlburt Field, Florida and served there until his retirement.
Mr. Ray holds a Bachelor of Science degree from Southern Illinois University, Carbondale, Illinois and he also holds an Associate of Arts degree from St. Leo College, St. Leo, Florida.
